CanWaCH PostgreSQL Database Maintenance and Updates

Contract Term: Until March 31, 2021, with possibility of annual renewal thereafter

Request:

The Canadian Partnership for Women and Children’s Health (CanWaCH) is soliciting proposals for an external consultant(s) or company that specialize in security, disaster recovery and monitoring for the CanWaCH PostgreSQL database and associated tools. Part 2 of the contract encompasses edits/ updates to the existing infrastructure, servers, services, and administration as well as the development of new infrastructure to support new and existing CanWaCH projects. 

Developer Details:

PostgreSQL, WordPress, Golang, JavaScript, UNIX, Google Cloud platform, Google Workspace administration.

Purpose: 

CanWaCH completed a website refresh/ database remediation process in 2020 ensuring that the organization’s infrastructure and tools are stable, scalable and secure to execute the CanWaCH 2020-2025 Strategic Plan. The process has produced a successful suite of tools and a website to support CanWaCH’s work. This contract is to ensure the maintenance and continuity of CanWaCH’s infrastructure, servers, services, and administration is completed and protected. 

Scope of Work: 

Part 1: Security, disaster recovery and monitoring for the CanWaCH PostgreSQL database and Project Explorer tool

Estimated Required Hours: 100 hours/ annually (est. 8.3 hrs per month)

Deliverables: 

  • Maintenance of CanWaCH hosting including servers, services, and administration for both the principle and parallel hosting environments.
  • Implement scheduled updates and patches for infrastructure and services.
  • Update the cloud environment to keep up to date with Google Compute Platform changes.
  • Compliance with CanWaCH disaster recovery/ backup plan.
  • Maintain the CanWaCH defence-in-depth security posture.
  • Monitoring the CanWaCH server, security upgrades and incident response.
  • Respond to and recover from failure events (including user errors such as data corruption and deletion).
  • Provide a backup Google Workspace super admin.
  • Suggest and carry out implementations of Google Workspace best practices.
  • Perform basic forensic investigations (more complex investigations may require retained hour usage).

Part 2: Edits/ updates of the data components of the CanWaCH website; namely, the Project Explorer and Analytics Portal tools and the PostgreSQL database

Estimated Required Hours: 100/hours annually to be used on an ad-hoc basis 

Deliverables:

  • Implement edits/ updates/ improvements of the data components of the CanWaCH website including but not limited to; the Project Explorer tool, PostgreSQL database and iframe embeds
  • Development of new infrastructure to support existing and new CanWaCH projects
    • Examples (not exhaustive): 
      • Project Explorer data drive template generated/populated from the PostgreSQL database
      • Offline version of the Project Explorer form that allows for form submission via email
      • Custom database exports using google sheets
  • Provide CanWaCH staff with training for basic infrastructure and administration editing/ updates on an ongoing basis

Time-frame: 200 hours/annually with option to purchase additional hours if required.

Submission details:

Submission should include:

  • Company profile and/or personal qualifications (CV, website etc.)
    • Please include programming languages and proficiency
  • English is mandatory, bilingual English and French preferred. 
  • Portfolio of past work or references with contact details
  • Quotation details and cost. Costs and fees must be clearly described in each proposal. If the organization submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal. Additionally, all costs included in the proposals must be all-inclusive to include any outsourced or contracted work. Any proposals which call for outsourcing or contracting work must include a name and description of the organizations being contracted.
  • Brief description of expertise or qualifications such as:
    • Past experience building normalized schema in ideal form
    • Familiarity with meta-analysis work that highlights skills in both reading code and database structure and design
    • Familiarity with different hosting options and implementing postgreSQL updates

NB: CanWaCH will endeavor to provide all required website and user access required by the contract prior to the start of work.

Quotations should be submitted in Canadian dollars and should be fully inclusive of all anticipated costs and taxes.

Evaluation:

The awarded service provider may be selected giving consideration to:

  • Overall suitability
  • Value for money
  • Qualifications and experience of staff/ personnel / candidate
  • Relevant experience or unique suitability to CanWaCH’s purpose and scope of work

CanWaCH reserves the right to accept or reject any quotation, and to cancel the process and reject all quotations at any time prior to the award of contract without incurring liability or obligation to inform the suppliers of the grounds for such action.

Please note that, at this time, CanWaCH is only accepting quotes from individuals/ organizations eligible to work in Canada.
