Request for Quotations: CanWaCH Database Updates and Maintenance

1. Summary

The Canadian Partnership for Women and Children’s Health (CanWaCH) is currently seeking a consultant(s) or company to undertake the development of the next phase of CanWaCH’s Project Explorer database and infrastructure.

CanWaCH catalyzes Canadian collaboration to deepen effectiveness in improving women’s and children’s health in communities around the world. Our more than 100 members and associates are instrumental in reducing maternal and child mortality, promoting accountability to women, adolescents and children, seeking innovation, generating research and supporting monitoring and evaluation.

2. Project Description and Scope

This contract will involve edits and updates to the existing infrastructure, services, and administration as well as the development of new infrastructure to ensure the maintenance and sustainability of the Project Explorer.

Part 1: Infrastructure upgrades and new builds (this is not an exhaustive list)

• Implement edits, updates and improvements of the data components of the CanWaCH website including but not limited to; the Project Explorer tool, database and iframe embeds
• Development of new infrastructure to support existing and new CanWaCH projects
  • Additional features and functionalities to the Project Explorer data entry form
  • Mapping and search functionalities
  • Custom database exports using google sheets
  • User portal creation
  • Resources hub creation
• Integrate system for tracking user engagement with tool
• Provide CanWaCH staff with training for basic infrastructure and administration editing and updates on an ongoing basis

Part 2: Security, monitoring and maintenance

• Maintenance of CanWaCH hosting including servers, services, and administration for hosting environments
• Implement scheduled updates and patches for infrastructure and services.
• Monitoring the CanWaCH server, security upgrades and incident response.
• Perform basic diagnostic investigations and respond to and recover from failure events (including user errors such as data corruption and deletion).

While this contract focuses on edits and updates to the existing infrastructure, servers, services, and administration as well as the development of new infrastructure to support new and existing CanWaCH projects, we would also be looking to secure ongoing monitoring and maintenance for the project.

3. Project Timeline: Subject to discussion with the contractor, CanWaCH anticipates that Part 1 project deliverables are to be completed by September 30, 2022. Part 2 deliverables would likely be completed on a per hour or retainer basis.

4. Budget

4.1 All quotations must include proposed costs to complete the tasks described in the project description and scope.

4.2 All costs and fees must be clearly described in each quotation. If the consultant submitting a quotation must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the quotation. Additionally, all costs included in the quotation must be all-inclusive to include any outsourced or contracted work, as well as applicable taxes. Any quotations which call for outsourcing or contracting work must include a name and description of the organizations being contracted.

5. Bidder Qualifications:

The successful bidder should possess expertise in WordPress, PostgreSQL, and Google Workspace administration. The submission should include:

• Company or consultant profile
• Portfolio of past work or references with contact details
• Brief description of expertise or qualifications
• Confirmation of whether the contractor is bidding for either or both parts of work specified in section 2

Please note that, at this time, CanWaCH is only accepting quotes from individuals and/or organizations eligible to work in Canada.

6. Quotation Evaluation Criteria:

CanWaCH will evaluate all quotations based on the following criteria:

• Previous work: Bidders will be evaluated on examples of their work pertaining to the the subject matter;
• Value and cost: Bidders will be evaluated on the cost of their quotation based on the work to be performed in accordance with the scope of this project;
• Expertise and experience: Bidders will be evaluated based on descriptions and documentation of staff/consultant expertise and experience.

7. Submitting a Quotation

7.1 All responses to this RFQ are requested no later than 11:59 PM EDT on Thursday, April 14, 2022.
