Project Overview

World Vision Canada is undertaking an ex-post evaluation of three past Reproductive, Maternal, Newborn, Child and Adolescent Health (RMCNAH) and Gender Equality-focused projects to assess the health and gender equality impacts of each project, with particular emphasis on lessons learned. These projects were funded by Global Affairs Canada (GAC), under its Muskoka Maternal Newborn and Child Health (MNCH) initiative. The three projects are:

• Born on Time (2016-2021)
• ENRICH (2016-2021)
• SUSTAIN-Kigoma (2017-2021)

We are inviting EOIs from individuals, organizations, or consortia with expertise in health, nutrition, and gender equality to participate in a two-phased project.

The project is structured into two interconnected phases:

1. Phase I: Desk Review
   • Focus: Conducting a desk review of existing project documents and datasets to capture lessons learned and formulate recommendations for future RMNCAH and nutrition programming
   • Key Deliverables: Inception report and evaluation protocol, review and analysis of project documentation, final report, presentation of results
2. Phase II: External Engagement
   • Focus: Framing the findings of Phase I for targeted external engagement to influence the international assistance policy of the Government of Canada.
   • Key Deliverables: Inception report, final report and stakeholder engagement plans that align with project objectives.

Applicants may choose to express interest in Phase I only, Phase II only, or both phases. This preference must be clearly indicated in the Expression of Interest (EOI) submission.

Eligibility/Qualifications

We are seeking applicants with the following qualifications:

• Experience in Global Health, Nutrition, and Gender Equality: Proven track record in global health, nutrition, or gender equality projects with measurable impact.
• Technical Expertise (Phase I): Experience in conducting evaluation studies, analyzing data, and producing qualitative and mixed-methods research reports, preferably for international non-profit organizations or multilateral agencies in global health, nutrition, or gender equality and related fields. 
• Government Engagement & Policy (Phase II): Extensive experience working with governmental bodies and policymakers to influence global health, nutrition, and gender-related policies 
• Familiarity with World Vision Canada: Strong understanding of World Vision Canada’s work and its approach to global health, nutrition, and gender equality.
• Collaborative Experience: Demonstrated ability to work in multi-disciplinary teams and manage complex projects.
• Communication Skills: Strong communication skills, both written and verbal, for effective stakeholder engagement and the ability to produce high-quality reports in English under tight timeframes. 

Timeline

• EOI Submission Deadline: January 6, 2025
• Proposal Deadline: January 17, 2025
• Project Completion Deadline:  Phase 1: April 2025. Phase 2:  June 2025.

A detailed timeline with milestones and deliverables will be provided upon selection, but it is negotiable based on applicant discussions.

Compensation

• The budget for the project will be determined during the contracting stage.
• Applicants should include their proposed rates or fee structure (e.g., hourly, daily, or fixed fees) in their EOI.

Step 1: Expression of Interest (EOI)

Your EOI must include:

  • Specify if you are applying for Phase I, Phase II, or both.

• Statement of Interest and Qualifications
  • Highlight your expertise, relevant experience, and how it aligns with the goals of this project.
  • Mention any prior work related to global health, nutrition, or gender equality, as well as engagement with government or institutional stakeholders.
• Proposed Approach 
  • Provide a high-level overview of how you would contribute to the phase(s) of interest.
  • Suggestions or initial thoughts on achieving deliverables are encouraged.

• Team Composition and Experience
  • Introduce the individuals who will be involved in this consultancy, including their roles, qualifications, and relevant experience. 
• Compensation Expectations
  • Include your proposed rates or fee structure (e.g., hourly, daily, or fixed fees).
  • Highlight any flexibility in rates based on the scope of work.

Step 2: Proposal Submission

After submitting the EOI, consultants are asked to submit a complete proposal following the template outlined in Section 4 of the TOR by end of day January 17th, 2025. All submissions will be reviewed based on relevance, experience, and the potential for impactful collaboration. Successful applicants will be notified by January 27th, 2025 and will consequently engage in further discussions to refine project scopes, deliverables, and compensation agreements.
