Child Protection and Education Manager
The Manager- Child Protection & Education in Humanitarian Actions will technically support, coordinate, and ensure the quality of global child protection and education in humanitarian response and disaster risk management programs across all Children Believe country operations. A particular focus will be given to countries of fragile contexts including Ethiopia and West Africa programs. The Manager is responsible for the provision of technical support in the design and implementation of child protection and education focused humanitarian response and disaster risk management operations through analysis of shocks and needs within the countries, facilitation and roll out and regular updating of Children Believe humanitarian preparedness and response plans, and developing SoPs and procedures for child protection and education focused assessment and responses in line with the CB program procedures and standards.
This role includes, but is not limited to:
1. Technical support and program implementation:
- Support Country Teams to develop country-wide strategy and plan in preparing and responding to humanitarian responses effectively;
- Closely work with Country Teams to prepare country-wide and area-specific humanitarian response plans
- Support the establishment of field presence in location/s where CB decides to respond to crises and closely support country program managers;
- Collaborate and coordinate with country program management teams to ensure that programs are implemented in a cost-effective, consultative, participative, and gender-sensitive way and ensure Gender and Child Protection mainstreaming in the humanitarian response and disaster risk management program;
- Advise in developing and documenting key methodologies and approaches for protection and education focused programming in humanitarian actions, ensuring consistency and compliance with humanitarian standards and approaches and relevant CB program methodologies and guides;
- Advise country/ partners teams to ensure community engagement, effective communication, and conflict sensitivity throughout the response;
- Advise country/partners teams to ensure local communities’ feedback and complaints are respectfully collected and responses are provided;
- Contribute to the technical capacity building for program/ local partners teams through on-site backstopping where/when needed;
- Support in networking in consultation with PERM director to build Children Believe program brand among the humanitarian players in Canada and the ChildFund Alliance members.
2. GIK Management
- Ensure accountability for compliance and governance of all GIK grants.
- Develop and maintain a database of supplies and shipments.
- Review the values of the GIK grants and production of report for internal and external uses.
- Maintain tracking tools and report on GIK requirements at all stages.
- Update Children Believe SharePoint with up to date GIK progress report, financial report and agreement documents.
3. Assessments and Monitoring:
- Organize monthly BD Managers COP, prepare agenda and minutes, and conduct learning activities to stimulate out of the box thinking that results in new and enhanced methods of engaging with donors, partners and communities.
- Provide technical support to CO BD Managers for successful pre-positioning, development of consortia and proposal development.
- Drive application of RBM standards throughout all COs and provide necessary training and/or support, in country and virtually.
4. Proposal Development, Reporting, and External Representation:
- Support design and development of proposals that ensure CB humanitarian response and disaster risk management programs are funded to enable effective response and scale-up when required;
- Contribute to donor and external reporting, including review of inputs from country / partners teams;
- In coordination with the Country Teams liaise with relevant authorities, and other humanitarian partners and represent CB in protection and education clusters.
- The Manager is expected to work with minimal direction in the execution of operational plans.
- Decisions affect the Programs & Policy Function and have impact on the program performance and program reporting.
- Establishing new partnership or new partner programs requires careful considerations as such relationships are long term.
- Errors could result in program reporting that is inaccurate or does not meet CB or donor standards that could affect program delivery and donor confidence.
- Given the position and likely impact on our program deliverables, the decisions carry significant risk and opportunity, and affect not only the profile of CB but also CB’s credibility, integrity and ability to carry out work in the country of operation.
The ideal candidate possesses:
- University Degree (preferably Master’s degree) or equivalent in Emergency Management, Disaster Risk Management, International Humanitarian Law, Food Security, Development Studies, Sociology, Education or any relevant field
- Minimum of eight years’ professional technical experience evidencing and demonstrating the ability to deliver against the above-mentioned responsibilities:
- Minimum of three years’ experience in emergency/ humanitarian program implementation within fragile contexts or conflict or immediate post-conflict environment.
- At least three years demonstrated experience or familiarity with the requirement of institutional donors notably, GAC, UNOCHA, UNICEF, UNHCR, ECHO, OFDA, or UK Aid DFID.
- Strong commitment to technically supporting/develop the capacity of local partners or country team members.
- Strong analytical and writing skills with the ability to produce well-written documents;
- Strong planning, organizational skills, problem-solving skills, ability to determine priorities, and attention to detail;
- Excellent interpersonal and communication skills, including working with different groups, partners, and nationalities;
- Experience working in remote locations and in emergency contexts and ability to travel and spend up to 50 % of the time in field locations
- Outstanding written and oral communication skills in English. Having communication skills in French is an added advantage.

Location: The office is located at 1200 Denison Street, Markham, ON.
This is a hybrid/remote position and incumbent can work anywhere in Canada
Between $70,000 to $75,000 annually based on experience
