Donor Landscape Analysis Consultant

Cuso International (Cuso) is an international non-governmental development organization (INGO) based in Canada. For over 60 years, Cuso has worked with local partners to help reduce poverty and inequality. Cuso ‘s priority sectors are women’s empowerment, including prevention of gender-based violence and sexual reproductive health, inclusive and sustainable economic growth (e.g. employability and entrepreneurship), gender equality and social inclusion. Cuso implements programs in Africa, Latin America and the Caribbean (LAC).

Cuso has been diversifying its funding base over the past three years to expand their portfolio to ensure growth and long-term sustainability; Cuso current receives funding from international donors, such as Global Affairs Canada, the European Union, international organizations, such as CBM International, UNHCR, the World Food Programme and the Federal Ministry of Economic Cooperation and Development (BMZ). To support this, Cuso would like to explore the European official development assistance (ODA) landscape which includes:

  1. Mapping and analysis of the existing ODA landscape including governmental and non-governmental funding, foundations and private sector within Europe and more broadly;
  2. Analysis of ODA and development of an approach to access potential donors in Europe; and
  3. Action plan to establish partnerships with potential ODA to access new funding.

Job Function:

OBJECTIVE OF THE ASSIGNMENT

to increase understanding of the international ODA landscape in Europe and support Cuso in identifying potential donors to access new funding to expand programing in Africa and LAC.

SCOPE OF WORK

Cuso is seeking one (1) consultant to carry-out mapping and analysis of the ODA landscape in Europe and provide strategic guidance and recommendations on the European ODA landscape. This will include recommendations for strategic positioning, as well as both operational and programmatic development and donor relationship management.

  • Workplan outlining key activities for the consultancy;
  • Database of donor contact information, including bilateral and multilateral donors, foundations, and private sector whose policies and practices uphold human rights and gender equality principles;
  • Detailed report containing: 1) Donors’ strategies, key thematic/ focus areas and their relevance to Cuso’s work in LAC and Africa; 2) Donors’ key areas of opportunity, funding schedule/timeframe, and size of funding; 3) Donors’ COVID-19 related interventions and opportunities; 4) Donors’ grant and contracting process and main compliance requirements (entity, admin, finance, operational); and 5) Donors’ grant eligibility requirements;
  • Detailed assessment of opportunity and risk on current donor landscape;
  • Action plan for Cuso with recommendations how to establish relationships with donors to access new funding (based upon analysis of opportunities, eligibility, compliance and risk); and
  • Guidance document for Cuso to implement action plan to establish partnerships with new donors, including key contact information of potential donors and/or introductions to potential donors.

The consultant will be responsible for the deliverables and the corresponding estimated timeframes listed on this page.

Total number of consultant days is no more than 15 paid consulting days.

Job Requirement:

QUALIFICATIONS AND EXPERIENCE

Education:

  • Advanced University degree in non-profit management, international relations/development, business, or related field.

Experience and competencies:

  • Proven experience working in the donor landscape in Europe
  • Strong understanding of landscape of international donors in Europe, including cooperation agencies, European Union, foundations, government agencies and private sector entities
  • Strong network of key actors in the funding sector in Europe, including contacts with cooperation agencies, foundations, private sector and international donors
  • At least ten years’ experience in conducting analysis for, and/or producing and implementing program development strategies, proven experience accessing new sources of funds for organizations and other actors
  • Strong experience facilitating meetings and establishing partnerships
  • Excellent leadership, organizational and time management skills
  • Strong experience in research and data collection/analysis
  • Excellent analytical skills and ability to conceptualize and write reports in a concise and clear manner
  • Ability to develop consultation meetings with actors at the local, national and regional level
  • Ability to write reports and synthesize findings

Language Requirements:

  • Fluency in English is mandatory (written, oral and reading).

CONDITIONS OF THE CONSULTANCY

The consultant will have a set of deliverables and timeline that will be agreed upon with the Head of Programs for Africa and LAC. Supervision will be provided by both of the aforementioned individuals. The timeline for completing this consultancy will be between November 1 – 30 2021.
