(12-month Contract)

ABOUT THE ROLE / WHAT THE ROLE OFFERS

The role of Program Manager on the Global Health (GH) team reports to the Head of Programs – Global Health and is responsible for managing $5M+ CAD projects primarily funded by Global Affairs Canada. This position requires innovation, flexibility, a keen attention to detail, and excellent interpersonal skills. The Program Manager works closely with other functions within the Global Health team, as well as across CARE Canada and the wider CARE Federation.

The GH Program Manager is responsible for managing CARE Canada’s project-specific relationship with GAC and works closely with Country Office colleagues to ensure donor compliance and to share project learning. The GH Program Manager brings excellent program management expertise coupled with technical capacity in sexual and reproductive health and rights, health system strengthening, adolescent health, and/or gender transformative health programming.

This 12-month contract (possibility of extension) will support the start up of a new multi-country project (Zambia, Uganda and Kenya) focused on Adolescent Sexual and Reproductive Health and Rights (ASRHR).   

KEY RESPONSIBILITIES AND TASKS

  1. Staff supervision and matrix engagement – 20% of time spent
    1. Provide ongoing supervision, leadership, support, guidance and mentorship to assigned Global Health team technical staff and program officers;
    2. Work closely with other Global Health team members to coordinate MEAL, budget management and strong gender programming as related to the project portfolio;
    3. Promote and model a working style aligned with the organization’s core values that encourages inclusion, compassion, and integrity.
  2. Program Management and Quality Improvement – 50% of time spent
    1. Accountable for oversight and compliance of donor, Country Office and project agreements; financial and administrative management; contract management; and donor accountability;
    2. Support CARE Country Offices to manage for results including planning and revising annual project work plans, budget management and outcome monitoring;
    3. Ensure strong gender equality programming that aligns with CARE’s commitment to the empowerment of women and girls and transforming unequal power relationships;
    4. Responsible for the preparation of high-quality donor narrative and financial reports;
    5. Develop and maintain project files and follow CARE Canada’s program management systems to improve efficiencies and capture program learning;
    6. Coordinate with project partners to ensure streamlined program implementation;
    7. Seek out learning opportunities and stay up to date on global health innovations related to programming.
  3. Communications and Engagement– 30% of time spent
    1. Work effectively with CARE colleagues, both in field offices overseas and in other units within the Ottawa office as required (human resources, communications, philanthropy, global programs, advocacy);
    2. Work effectively with peer and partner organizations, academic institutions, and other prospective program partners;
    3. Liaise and maintain superior relations with Global Affairs Canada and other donors on the implementation of projects; and,
    4. Represent CARE Canada domestically and internationally with a range of stakeholders.

WHAT YOU OFFER / ABOUT YOU

  • Minimum MA/MSC in relevant field or significant (greater than 10 years) experience in managing international development portfolios of similar size and scope.
  • A minimum of 3 – 5 years of experience managing international development projects, with experience working in the global south.
  • A minimum of 3 – 5 years managing for results using RBM tools.
  • Excellent written communication skills and the ability to convey complex programming to a range of audiences.
  • Experience working across cultures to build trust and effective relationships.
  • Comfort delivering presentations and speaking to a range of audiences.
  • Experience in applying rights-based and gender transformative approaches to programming.
  • Knowledge of contracting with the Global Affairs Canada and its current development priorities, policies, and development tools.
  • Expertise in developing and managing budgets.
  • Expertise in one or more of the following programming areas: gender, public health, adolescent health rights, health system strengthening.
  • Additional language skills may be required, depending on the needs of the portfolio.
  • Promote and maintain an organizational culture that advances gender equality, reduces power abuse and inequalities, and fosters trust and safety.  
  • Create an environment within CARE’s workplaces, programming, and communities where CARE works that is free from sexual harassment, sexual abuse and sexual exploitation and child abuse (SHEA-CA).  
  • Ensure high standards of prevention and response measures for SHEA-CA are in place consistent with the CARE International (CI) Safeguarding Policy and Safeguarding Code of Conduct. 

WHAT WOULD MAKE YOU EXTRAORDINARY

  • Previous experience working in an international NGO including work in development contexts. 
  • Experience developing and implementing Public Engagement and Communications plans/strategies. 
  • Knowledge of contracting with the Global Affairs Canada and its current development priorities, policies, and development tools.
  • Comfort delivering presentations and speaking to a range of audiences.
  • Previous experience of working with digital data collection, GIS and/or commissioning/designing databases for development programs.
