Head of Rapid Response Team

CARE Canada’s Global Programs Team is responsible for developing and managing the organization’s programs in both development and humanitarian assistance focusing on the injustice of poverty and gender inequality.  We recently approved an ambitious Strategic Plan From Caring Comes Courage. 

The new Strategic Plan reaffirms our gender-equality focus and our dual-mandated status.   Our ultimate impact goal is to support women’s leadership for a gender-just future grounded in strong programs supporting safety/protection, health and dignified livelihoods across both humanitarian and development settings.  The Global Programs unit is responsible for the overall management of CARE Canada’s global programming circa $50m annual development, nexus and humanitarian programming portfolio.

In line with the CARE Humanitarian Strategy and CARE Canada’s Strategy, CARE Canada places humanitarian and emergency response at the core of CARE’s programming and global identity to fight poverty and to strengthen CARE’s global capacity to deliver high quality programming in key technical sectors with a focus on women and girls. 

CARE experience has shown that capacity is often stretched beyond its limits by humanitarian disasters, and that additional senior staff resources are needed to provide operational and strategic support from the onset to ensure a more effective response and to reduce financial and operational risks.  As a key pillar supporting the Humanitarian and Emergency Strategy, CARE Canada is hosting the Rapid Response Team on behalf of CARE International.  The CI-RRT is a standing team of experienced, multi-disciplinary team of emergency response specialists.  The team hosted at CARE Canada currently stands at 10. The role provides leadership, management and deployment of the CARE Canada hosted members of the CARE International Rapid Response Team ensuring effective capacity for CARE’s global emergency operations.

Under the leadership of the VP, Global Programs, the Head of Rapid Response Team, will work within the Global Programs Unit, and is responsible for ensuring high quality and effective emergency responses through oversight and management of the following areas: 

  • Leadership and management of the CI Rapid Response Team, ensuring timely and effective surge capacity is available for CARE International humanitarian responses globally. 
  • Operational support to ongoing emergency operations in CARE Canada Country Offices ensuring high-quality and timely responses in-line with the CARE International Humanitarian and Emergency Strategy, as well as oversight of emergency preparedness in CARE Canada Country Offices with the support of the EPP Coordinator. 
  • Where required, the role will deploy to lead or support humanitarian operations in any CARE Canada or CARE International office.  

WHAT YOU OFFER / ABOUT YOU

  • Significant senior management experience in emergency response and country operations.  
  • Experience and capacity to work in harsh conditions and insecure environments 
  • Track record of high resilience under pressure and ability to support and motivate teams in these situations 
  • High political acumen and excellent team building and interpersonal skills 
  • Experience and commitment to promoting gender equality and designing gender transformative programs 
  • High level of demonstrable leadership and strategic management skills – including management, leadership and coaching of multi-disciplinary teams 
  • Excellent skills and interest in mentoring and collaborating with country-office staff to take on increasing responsibility, and an ability to guide direct reports to do the same 
  • Ability and experience working collaboratively in a matrix management structure, and supporting direct reports to do the same 
  • Ability to build and maintain positive working partnerships with stakeholders, in particular country offices, CARE International, Regional Management Unit.   
  • Excellent representational skills, including communication and advocacy, particularly in the areas of the CARE Program Strategy – Global Health, Food Nutrition Security, Climate Change, Women’s Economic Empowerment, and Humanitarian action. 
  • Excellent written and spoken English communication skills are essential 
  • Minimum of a Bachelor’s degree in International Development or in a related field, or equivalent combination of education and work experience 

WHAT WOULD MAKE YOU EXTRAORDINARY

  • A second key language (French, Spanish or Arabic) is highly desirable
  • Master’s degree or PhD in international development or in a related field

REQUIREMENTS

Promote and maintain an organizational culture that advances gender equality, reduces power abuse and inequalities, and fosters trust and safety.  

Create an environment within CARE’s workplaces, programming, and communities where CARE works that is free from sexual harassment, sexual abuse and sexual exploitation and child abuse (SHEA-CA).  

Ensure high standards of prevention and response measures for SHEA-CA are in place consistent with the CARE International (CI) Safeguarding Policy and Safeguarding Code of Conduct.

  • Starting salary range between $87,000 – $97,000
