About us

Reporting to the Project Manager, the Monitoring, Evaluation & Learning Officer will work to successfully measure the impact of Ogow Health’s programmatic work, including deployments of the digital health toolkits and work cross-functionally to ensure quality and impact. The Monitoring and Evaluation Officer will provide cross-cutting support to the M&E activities for Ogow’s projects. You will be a strong, technical contributor, capable of setting up data systems and running independent analyses, and will also be excited to engage on M&E strategy development by:

Developing programmatic M&E strategy working hand in hand with the Global Office and Performance, Evidence and Insights shared services to strengthen Somalia programs performance and to generate local insights and evidence by: Managing data flows for M&E across health and nutrition associated databases, Generating M&E reports for internal learning  Lead on M&E components of quarterly and annual reporting processes within Ogow and in collaboration with technical partners. The Officer will also support indicator design, routine data quality assessment, program evaluation design, and data collection work associated with these programs. 

You will work closely with the Director, members of the Programs, Product & Research teams, with a focus on data flows for monitoring and evaluation, as well as data visualization and engagement.

Your Charge:

  • To lead the monitoring, evaluation and learning functions in Ogow Health working hand in hand with the Global Office and Performance, Evidence and Insights shared services to strengthen Somalia programs performance and to generate local insights and evidence.

Monitoring and Evaluation:

  • Provide strategic leadership in Design, Monitoring, Evaluation, and Accountability (DME&A) for all regional projects.
  • Oversee the implementation of the country monitoring and evaluation plan, ensuring alignment with organizational objectives.
  • Work with teams to develop and implement project-specific MEL plans for Somalia.
  • Collaborate with both Global and local teams to design KPIs and targets for Ogow Somalia programs.
  • Set up a monitoring system to collect baseline and periodic data for tracking project performance and decision-making.
  • Ensure effective representation of OGOW’s program impact to external donors and partners through dissemination of assessment findings, lessons learned, and participation in conferences and networks.
  • Coordinate assessments, analysis, and report dissemination as per project guidelines, ensuring timely, high-quality project reports align with donor requirements.
  • Lead the preparation and delivery of detailed, comprehensive progress reports for all Somalia programs, ensuring accurate tracking of activities, outcomes, and alignment with program goals, while coordinating with publications to finalize and publish research and program documents.

Evaluations and Research:

  • Provide local context and technical reviews for Ogow Somalia’s evaluations, research, and experimental initiatives, including study design, methodology, and field implementation of surveys.
  • Oversee Somalia-based research and evaluation initiatives, ensuring that all assessments, field supervision, and feedback across programs are conducted, with all necessary ethical approvals in place.
  • Design and execute operational research initiatives tailored to the needs of the Somalia program.

Data Quality Control:

  • Oversee the implementation of Quality Control (QC) strategies, tools, and processes to ensure adherence to SOPs, and collaborate with service delivery teams for the PDSA cycle adoption.
  • Oversee QC reporting, ensuring timely dissemination to OGOW management and service delivery teams, with reports including data analytics, gap identification, and key recommendations.
  • Coordinate periodic surveys, data verification, data analysis, and customer satisfaction feedback mechanisms.

Learning:

  • Design and compile key lessons learned and best practices derived from field implementation and research.
  • Contribute technical input into funding proposals for both Somalia and global expansion.
  • Represent Ogow at national and international forums, including technical working groups, communities of practice, conferences, workshops, and meetings.

Management:

  • Lead, supervise, mentor, and coach the country MEL team to build capacity and enhance team effectiveness.
  • Identify capacity-building initiatives and opportunities for the team to strengthen their ability to deliver effectively.

Minimum Qualifications:

  • A first degree in M&E, Public health, epidemiology, statistics or a related field.
  • A postgraduate degree in a relevant discipline would be an added advantage and/or professional certification in MEL or project management.
  • At least 5-7 years of work experience with 1-3 years at managerial level

Professional Certifications/Qualifications:

  • Specialization and/or professional certification in Monitoring and Evaluation

  • Clearly understands operational strategy and objectives and linkages to organizational strategy.
  • Manages programs/projects to ensure all team members are fully deployed and skills are matched to the project requirements.
  • Strong management orientation and high levels of integrity.
  • Thinks several steps ahead to anticipate likely outcomes and decide on the best course of action.
  • Ability to communicate both inside and outside the organisation and make formal presentation.
  • Flexibility to accommodate meetings across different time zones, addressing the needs of project implementation sites, as well as donors, funders, and partners, while working with a globally dispersed team.

  • This position is based in Canada and / or Somalia
  • One-year contract with possibility of extension
  • When possible and/or as required, this position involves travel (20% of the time)
  • Flexible work schedule and possibility of working remotely
