OBJECTIVES OF THE POSITION
The Project Officer is a member of the Crossroads Program Team. 50% of his/her responsibilities are dedicated to the My Voice, My Health (Damcam) project and the other 50% to the Volunteer Cooperation Program (VCP), two projects funded by Global Affairs Canada. For the My Voice, My Health project, the incumbent works in close collaboration with the Project
Director and in coordination with the Regional Representative for West Africa, both based in Senegal. In this capacity, the Project Officer monitors the adequacy of project planning and implementation with the contractual terms of the donor, Global Affairs Canada. For the VCP, in collaboration with the Sectoral Program Officers and the Monitoring and Evaluation Officer
based in Canada, the incumbent coordinates the management process of Crossroads’ special projects on women’s and girls’ rights, access to justice, sexual and reproductive health and rights, reduction of violence against women and girls, women’s and girls’ leadership and women’s economic empowerment. The incumbent ensures that gender and human rights
based cross-cutting approaches and best practices in results-based management (RBM) are integrated into all projects.

GENERAL CONTEXT
Volunteer Cooperation Program (VCP)

This 7-year project (2020-2027) funded by Global Affairs Canada aims to reduce gender inequality and alleviate poverty by addressing gender-based violence, inequalities in access to resources and economic opportunities, and barriers to the exercise of strategic forms of choice, voice and influence that are the result of unequal and discriminatory power relations mbedded
in society. Seven hundred and seventy (770) Canadian and Southern volunteers will be deployed in our countries of intervention to implement short-, medium- and long-term mandates to support partner organizations in 11 sub-Saharan African countries (Burkina Faso, Côte d’Ivoire, Eswatini, Ghana, Senegal, Tanzania, Togo, Uganda, Zambia).

DAMCAM, My Voice, My Health Project
This project aims to improve the sexual and reproductive health of adolescents in Kédougou, Senegal, by improving access, quality, and utilization of sexual and reproductive health (SRH) services. This project is supported by Carrefour International and ActionAid International Senegal, along with two local partners, APROFES and CONAFE.\

• Ensure that responsibilities are carried out in accordance with Crossroads International’s mission, strategic priorities, policies, standards and systems;
• Work closely with other members of the Program Team;
• Work collaboratively with interdisciplinary teams to achieve organizational goals.

RESPONSIBILITIES

(45%) Under the supervision of the Director of Programs, monitor the project: My Voice, My Health: Improving Sexual and Reproductive Health for Adolescents in Senegal, funded by Global Affairs Canada:

• Monitor the compliance of all contractual terms and conditions of the Contribution Agreement signed between Crossroads and Global Affairs Canada (GAC);
• Ensure compliance and collaborates on the production of the project implementation plan (PIP) and annual planning documents;
• Ensure compliance and collaborates on the production of the project’s semi-annual narrative and financial reports, according to contractual requirements;
• Ensure the sound financial management of the project, with the support of the Finance Team and the Project Team, and according to GAC requirements and Crossroads’ financial and accounting standards and procedures;
• Represent the project and manages the partnership relationship with GAC;
• Monitor the project’s communication plan and the quality of the project’s communication tools and respect the standards and procedures of Crossroads and the GAC in terms of visibility; and
• Monitor project activities and the progress towards results in the field (two missions per year).

(45%) Under the supervision of the Program Manager, coordinates the VCP special project management process and supports the VCP monitoring and evaluation mechanisms in collaboration with the Sector Program Officers and the Monitoring and Evaluation Officer:

Coordination of the VCP special projects management process:

• Coordinate the updating of special project monitoring tools that define the roles of the Program Team and provide information on the status of projects;
• Update, as required, the Project Management Process Manual and the Fund Management Manual for partners and ensure their dissemination;
• Update, as required, the Memorandum of Understanding (MOU) template for special projects;
• Ensure that the monitoring and evaluation system put in place for special projects provides the necessary high-quality information for accurate and timely reporting of activities and results to donors;
• Assume the role of focal point to ensure liaison and coordination with the Resource Development team on special projects;
• Act as the focal point for liaison and coordination with the Finance team on special projects;
• Manage a select portfolio of special projects as required for programming;
• Liaise with selected funders (Ministry of International Relations and la Francophonie Quebec, Ministry of the Environment, and the Fight against Climate Change, etc.) of special projects.

VCP Monitoring and Evaluation Support:

• Design and disseminate templates and update them as needed for annual country plans and monitor and review their development each year, in collaboration with the Africa office managers and colleagues in the Canada Program Team;
• Contribute to the Monitoring & Evaluation system including impact evaluation;
• Contribute to the development of annual work plans and annual reports of the VCP to be submitted to Global Affairs Canada annually.

(10%) Perform Other Duties as Required:

• Any other activities as required from time to time and according to VCP programming priorities.

REQUIRED QUALIFICATIONS

• Graduate Degree in a relevant field (Feminist Studies, Social Science, Project Management, International Development, Public Health) or equivalent experience – PMP Certification an asset;
• Minimum seven (7) year experience in international development, including 5 years in development project management (according to RBM standards) – Field experience in a developing country an asset;
• Recent experience in managing development projects funded by Global Affairs Canada;
• Demonstrated skills in managing development projects related to the sexual and reproductive health and rights of women and girls, reducing gender-based violence, women and girls’ rights, and women and youth economic empowerment;
• Knowledge of issues related to gender-based violence, adolescent sexual and reproductive health, gender inequality, women’s and girls’ rights, women’s economic empowerment;
• Ease in the use of common computer software;
• Bilingualism (French and English) required.

• To work an average of 35 hours per week, where some overtime may be required
• Infrequent travel in Canada and overseas may be required
