Development and Facilitator of a Technical Learning Program for Global Health Monitoring, Evaluation and Program Professionals

1. Summary

The Canadian Partnership for Women and Children’s Health (CanWaCH) is currently seeking a consultant to develop and facilitate a multi-part technical learning program for global health monitoring, evaluation, and program professionals.

CanWaCH catalyzes Canadian collaboration to deepen effectiveness in improving women’s and children’s health in communities around the world. Our 110+ member organizations are instrumental in reducing maternal and child mortality, promoting accountability to women, adolescents, and children for the improvement of their health and rights, seeking innovation, generating research, and supporting monitoring, evaluation, and learning. 

A central part of this mandate is to strengthen the technical capacity of members and partners in regards to the use of quality data and evidence. Over the past several years, CanWaCH has developed a suite of technical guidance materials and resources designed to improve sector capacity. CanWaCH seeks to refresh and reintroduce these tools to partners to ensure the continued relevance and use of these materials.

2. Project Description and Scope 

2.1 Deliverable 1: Refreshed Technical Guidance Documents

The consultant will review the following 4 technical guidance documents for accuracy and relevance in the current context, with particular attention to updating and enhancing references and resources to increase usability by the intended audience (ex: checklists, templates, decision trees, audio guide, etc). 

2.2 Deliverable 2: Technical Learning Program Materials

Building on the refreshed technical guidance documents, the consultant will develop a curriculum and relevant learning materials (such as a slide deck) for a 5-part virtual learning series for a cohort of students drawn from the intended audience, drawn directly from these technical guidance materials and other relevant documentation. The objective is to increase participant familiarity with the technical guidance notes in order to increase uptake and integration in their work.

2.3 Deliverable 3: Technical Learning Program Facilitation

Together with CanWaCH, the consultant will facilitate a 5-part virtual learning series, in English, for the intended audience. We anticipate the session will run for 90-120 minutes per session, and topics will include:

  1. Developing robust monitoring and evaluation plans for global health program
  2. Measuring equality, empowerment, and gender-transformative change in global health
  3. MEAL ethics: Challenges and obligations in global health
  4. Working effectively with secondary data in global health
  5. Participatory community-led approaches: crowdsourcing best practice

2.4 Intended Audience

The intended audience for the above deliverables includes mid-career, experienced program managers, technical specialists, and evaluators based in civil society organizations, academic institutions, and health professional associations working to improve health outcomes for women and children in communities around the globe.

3. Project Timeline

3.1 All deliverables must be completed no later than February 6th, 2026.

3.2 Detailed estimated schedule:

  1. By 29 August 2025:
    • Selection of successful consultant and finalization of contract.
  2. By September 30, 2025
    • Completed Deliverable 1: Refreshed Technical Guidance Documents
  3. By October 27, 2025
    • Deadline for completed Deliverable 2 materials for the first session. We anticipate that learning materials may evolve based on several factors, but expect that each session’s materials will be delivered no later than 2 weeks before the delivery of that session.
  4. November 10 – January 30, 2026
    • Completed Deliverable 3: Technical Learning Program Facilitation. Exact dates for each session will be determined jointly by CanWaCH and the consultant. However, we estimate the following schedule:
      1. Session 1: Week of November 10-14, 2025
      2. Session 2: Week of November 24-28, 2025
      3. Session 3: Week of December 8-12, 2025
      4. Session 4: Week of January 12-16, 2026
      5. Session 5: Week of January 26-30, 2026
  5. By February 6th, 2026
    • Final wrap up meeting between CanWaCH and the consultant

Progress meetings with the consultant and CanWaCH will take place on an agreed-upon schedule throughout the contract.

4. Budget

4.1 All quotations must include proposed costs to complete all tasks described in the project description and scope.

CanWaCH will provide the following:

  • Graphic design for all materials and refreshed guidance documents consistent with CanWaCH branding.
  • Translation of all materials (from English to French).
  • Use of Zoom platform for delivery of the sessions and all required technical support to the consultant and participants throughout all sessions. Other learning tools to enhance training (interactive polls, digital whiteboards, etc) are available and can be discussed as needed.
  • All administration associated with the execution of the facilitation including participant recruitment, registration management, participant follow-up, etc.

4.2 All costs and fees must be clearly described in each quotation.

If the consultant submitting a quotation must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the quotation. Additionally, all costs included in the quotation must be all-inclusive to include any outsourced or contracted work. Any quotations that call for outsourcing or contracting work must include a name and description of the organizations being contracted. The quotation must include all applicable taxes.

5. Bidder Qualifications

The successful Bidder should possess expertise in global health, gender, evaluation, program management, and/or other relevant disciplines and demonstrate experience applying gender-based analysis. Previous experience developing and facilitating virtual learning for a professional audience is required. A portfolio of relevant work that attests to your specific skills and expertise in this subject matter area may be requested.

6. Quotation Evaluation Criteria 

CanWaCH will evaluate all quotations based on the following criteria:

  • Previous work and experience: Bidders will be evaluated on examples of their work pertaining to the subject matter and depth of experience;
  • Value and cost: Bidders will be evaluated on the cost of their quotation based on the work to be performed in accordance with the scope of this project;
  • Expertise: Bidders will be evaluated based on descriptions and documentation of staff/consultant expertise.

Through our work and our procurement processes, we value and prioritize where possible creating inclusive spaces and engaging with diverse voices and perspectives. We encourage organizations and businesses led by women (in all their diversity), Indigenous peoples, persons with disabilities, members of racialized groups and the 2SLGBTIA+ community among others to submit quotes. Although not required, bidders may choose to self-identify in their proposal.

7. Submitting a Quotation

7.1 All responses to this RFQ are requested no later than 11:59 PM EDT on Monday, August 11, 2025.  

7.2 The selection decision for the winning bidder is expected to be made no later than Monday, August 18, 2025. 

7.3 Upon notification, the contract negotiations with the winning bidder will begin immediately. Contract negotiations will be completed no later than Friday, August 29, 2025. Unsuccessful bidders will be notified promptly.
